While counties, states, and the federal government have traditionally used public debt to finance correctional facility construction, there is evidence that the two biggest private prison corporations, CoreCivic and GEO Group, are actively pushing governments to consider the use of private financing, known as “public-private partnerships,” to build new facilities.
